GENERAL DESCRIPTION:

• MK VI PB Boat Captain Instructor position is located at Coastal Riverine Group One, Training and Evaluation Unit, Naval Amphibious Base, San DiegoCA. The contractor will work with Government Service and U.S. Navy military personnel delivering government provided group-paced instruction on small boat familiarization, standard operating procedures, and casualty control procedures in both a classroom and underway training environments. Training to include but not limited to:

            Basic trouble-shooting and preventative maintenance

            Hull Mechanical and Electrical (HM&E) Systems

            Navigation System

            Communication Systems

            Weapon Systems

• Underway operations shall include but are not limited to:

            Start-up/operation/shutdown procedures

            Close quarter maneuvering

            Bridge Resource Manager

            Casualty Control Procedures

            Small Boat Operations/Formations

            Anchoring

            Towing

            Docking

            Shutdown

GENERAL DUTIES:

• Perform classroom and operational instruction.
• Provide basic and specialized training related to small boat operations.
• Adhere to and maintain academic standards (e.g., course grading criteria) in accordance with assessment standards for the course.
• Provide remediation if necessary to improve student’s course performance.
• Maintain classroom decorum and order.
• Provide supervision during all activities or evolutions in which students are participating that are related to associated Enabling or Terminal Objectives of the curriculum to provide appropriate instructional supervision, oversight, and subject matter support.
• Assist in the classroom preparation, student administration, test proctoring, and safety procedures accomplished to avoid interruptions in the training day and promote a safe and secure environment conducive to learning.
• Maintain high personal standards of technical knowledge and demonstrate professional competence in delivering training material.
• Practical training days may last up to 12 hours a day and portions of the training cycle will be executed during night time hours.

MINIMUM SKILL REQUIREMENTS:

• Must be a U.S. Citizen
• Must possess or can possess a SECRET security clearance.
• Must possess an active state driver’s license.
• Must possess documented military small boat operator experience; (Prior US Army, US Navy, US Marine Corps, US Coast Guard, other Federal Government agency small boat qualifications are required.)
• Proficient in ability to understand technical drawings and schematics.
• Must have at least one of the following qualifications:

            Navy NEC 9502

            Navy NEC 9518

            Graduate with one of the following courses of instruction:

                        IDC JIT A-012-0077

                        IDC JIT MTT A-012-1011

                        Naval Leadership Facilitator P-012-0045

                        Facilitator Training Course P-012-0075

                        NFAS A-661-0108

                        NNPS A-661-0109

                        USMC FSIC prior to 8/31/2009

            Completion of a civilian (or commercial) formal course of instruction which has been evaluated and certified as a JIT equivalency by CPPD.

• Possess, or be able to qualify as, a Second Class Swimmer in accordance with NETC P1552/16.
• Candidate must have 4 years documented small boat tactical experience in a maritime environment and be proficient in:

            Maritime Navigation

            Small Boat Tactical Operation

            Military decision-making processes (BAMCIS, etc…)

            Organizational and individual planning

            Small Boat Patrol Coordination

            Proficiency in the development and issuance of:

                        Concept of Operations

                        Warning Order

                        Patrol Order

                        Mission Debriefing

• Possess or be able to obtain a USCG 100 ton Masters License (inshore or better within 1 year of reporting).
• Knowledge of U.S. Coast Guard regulations for inland waterways.
• Operation and Maintenance of the ECDIS and Furuno NAVNET Navigation Systems.
• Possess sound knowledge of

            Marine Electrical Systems

            Marine Transmissions

            Inboard Marine Diesel Engines

            Marine Cooling Systems

            Water-Jet Propulsion Systems

            Fuel Systems

• Ability to interpret technical manuals, illustrations, specifications, and diagrams.
• Must be able to effectively perform in a military environment and possess a familiarity with the organization and hierarchy of the U.S. Navy, military rank/grade structure, knowledge of Navy and military terminology.
• Must be physically capable of performing all training evolutions.
• Possess a current certification in CPR and Basic First Aid as defined by the AHA.
• United States Navy experience required.
• United States Citizenship required.

SECURITY REQUIREMENTS:

• Applicant will be subject to a security investigation and must meet the eligibility requirements to obtain and maintain a security clearance issued by the US Government. In addition to the security clearance, this position may require an additional background screening for base access.

PHYSICAL REQUIREMENTS/PHYSICAL DEMANDS:

• CARRYING and LIFTING. Ability to transport and lift up to 30 lbs.
• Employee may access remote areas of multi-level vessels
• Must comply with Company’s Driver Safety Policy if assigned to operate company and/or rental vehicles
