GENERAL DESCRIPTION:

• A minimum of 5 years’ actual sea service sailing under that license on board a USCG certificated ship
• Possess an IMO ISM Auditor Certification or a valid OCIMF Ship Inspector Accreditation or a current Certified Safety Professional accreditation issued from the Board of Certified Safety Professionals.
• A minimum of four (4) years of experience conducting audits in accordance with IMO ISM Code.
• Demonstrate experience with SOLAS, Life Saving Appliance Code, International Maritime Dangerous Goods Code, CFR 33, CFR 46, MARPOL, and Fire Safety System Code.
• Evidence showing a USCG Merchant Marine Credential being held, with the following rating and endorsements: a minimum of Chief Mate, unlimited tonnage, or First Assistant Engineer of steam/motor/gas turbine, unlimited horsepower.

GENERAL DUTIES:

• Perform non-personal safety analysis services, safety engineering, incident analysis and investigations, technical services, Shore Facilities Inspections, Facilities Maintenance (Abatement) Management services, Safety Mishap SME Investigation/Root Cause Analysis, Safety Program Training Instructor visits, AFLOAT Operational Safety Assessments (AOSA) to conduct risk management analysis and safety culture observations, Safety Assist visits and Fall Hazard Analysis (FHA), and shipboard and shoreside safety management system audit services. Expertise in Navy Safety Center, NAVOSH and OSHA, ISM, as well as USCG and SOLAS standards and requirements for shipboard safety shall be required to perform or assist in the conduct of safety assessments, safety assist visits and investigations as tasked.
• Implement Safety Management System Program
  • Conduct Job Hazard Analysis’ on MSC class vessels
  • Provide SSM support to Program Managers
  • SMS Procedure development
  • SMS Procedure Technical Review
  • SMS Corrective Action Plan Validation Support
  • Annual ISM Safety Management System Audits
  • Conduct annual Internal Audit (IA) of the SMS on board ships
  • Conduct annual External Audit (IA) of the SMS on board ships
  • Conduct of an MSC ISM DOC Audit each year
  • Conduct of an MSC ISM DOC external Audit every 2.5 years
  • Assess health of MSC SMS program
  • SMS Training Video Development

SECURITY REQUIREMENTS:

• Applicant will be subject to a security investigation and must meet the eligibility requirements to obtain and maintain a security clearance issued by the US Government. In addition to the security clearance, this position may require an additional background screening for base access.

PHYSICAL REQUIREMENTS/PHYSICAL DEMANDS:

• CARRYING and LIFTING. Ability to transport and lift up to 30 lbs.
• Employee may access remote areas of multi-level vessels
