GENERAL DESCRIPTION:

  • Responsible for the administrative functions to process personnel security clearances, visit clearance requests, badge/ clearance requests, and file maintenance. Assist Security Manager with all facets of industrial security in compliance with the National Industrial Security Program (NISP), Defense Security Service (DSS), and other government agencies.

GENERAL DUTIES:

  • Facilitate the submission and processing of personnel security clearances and periodic reinvestigations (SF86s) through Joint Personnel Adjudication System (JPAS) and Electronic Questionnaires for Investigations Processing (e-QIP).
  • Develop and conduct initial security awareness, foreign travel, and annual refresher training.
  • Prepare visit authorization letters (VALs), Common Access Card (CAC), RAPIDGate, and NAVSEA badge requests as necessary. Verify badge approvals using the contractor verification system (CVS).
  • Conduct security debriefings, collect and revoke badges, and cancel all VALs as necessary.
  • Program Coordinator for Secure Web Fingerprint Transmission (SWFT) for electronic fingerprint card uploads.
  • Review and Process Personnel Access Requests (PAR) for SAP programs
  • Account Administrator for Synchronized Predeployment & Operational Tracker (SPOT) for OCONUS travel.
  • Create and maintain Contract Security Classification Specifications (DD254s) and issue DD254s as required.
  • Conduct facility verifications using the Industrial Security Facilities Database (ISFD).
  • Maintain facility clearance change conditions in DSS Electronic Facility Clearance (e-FCL).
  • Develop and maintain to Operational Security (OPSEC) plans to identify, define, and develop countermeasures to vulnerabilities.
  • Manage document control database for incoming and outgoing classified material. Ensure all classified material is properly accounted for, controlled, transmitted, transported, packaged, safeguarded, and destroyed in accordance with the NISPOM and contractual requirements.
  • Conduct periodic self-inspections of security program in accordance with the NISPOM and company policies.
  • Create and maintain employee badging system for all employee and visitor badges.
  • Establish and maintain a favorable rapport with local DSS Industrial Security Specialists, Information Technology, and Counterintelligence Representatives.
  • Conduct investigations and submit suspicious contact reports (SCR) and adverse information reports to the FBI and DSS.
  • Work closely with Program Managers, Contracts Manager and Government Contracting Officer Representatives (COR).
  • Support recruitment efforts, attend job fairs and conduct interviews as needed.
  • Maintain robust Insider Threat Program in accordance with the National Industrial Security Program Operating Manual (NISPOM) Conforming Change 2.
  • Develop and maintain security policies and procedures for the protection of U.S. Government Classified and Controlled Unclassified Information (CUI) such as information protected by the Privacy Act of 1974, business sensitive, financial, For Official Use Only (FOUO), Not Releasable to Foreign Nationals (NOFORN), Unclassified-Naval Nuclear Propulsion Information (U-NNPI), drawings and documents protected with distribution protection statements in accordance with the NISPOM, company policies, and contractual requirements
  • Other duties as assigned.

MINIMUM SKILL REQUIREMENTS:

  • Five consecutive years of related industrial security experience
  • FSO program management, JPAS, and SAP certifications preferred
  • Knowledge of current NISPOM requirements
  • Proficient with JPAS, e-QIP, ISFD, SWFT, e-FCL databases
  • Knowledge of current JFAN requirements
  • Proficient in Microsoft Office: Outlook, Word, Excel, and PowerPoint
  • Ability to maintain a high level of confidentiality and professionalism
  • Must possess detailed administrative, organizational, time management, and analytical skills
  • Ability to work independently with minimum supervision
  • Excellent written and verbal communication skills necessary
  • Must work with a sense of urgency, integrity and ethics
  • Must be flexible – adapts well to changes in the work environment and maintain a professional demeanor

SECURITY REQUIREMENTS:

  • Top Secret clearance with a current investigation required

PHYSICAL REQUIREMENTS/PHYSICAL DEMANDS:

  • Must comply with Company’s Driver Safety Policy if assigned to operate company and/or rental vehicles
