LOCATION: Washington, DC

GENERAL DESCRIPTION:

  • Provide operational control over the proposal plan
  • Directs pursuit team in the development of a compliant draft and final proposal based on requirements of a DoD or other Federal Agency solicitations.
  • Implements proposal processes and planning.  Sets and manages proposal schedules, resources, plans, and progress monitoring. Cradle-to-grave Shipley proposal process, to include kick-off, outline, writing assignment, compliance matrices, writing plan, color team reviews, scheduling, coordination of entire proposal team, formatting/editing, production, etc.
  • Reviews bid request documents and determines what should be included in response to RFPs, RFIs, Sources Sought, and sub-contracting required data calls
  • Communicating and coordinating with the Capture Managers to understand client strategy and associated win themes, overall story, features and benefits of the proposed solution
  • Lead the writing plan to include client strategy, themes and discriminators making sure they are reflected in the writing plan
  • Lead storyboarding efforts for each proposal team to formulate the logic of how the work will be completed and the value statement to the customer
  • Managing question submission to the government
  • Lead team to develop a quality proposal compliant with the solicitation
  • Communicating and coordinating subcontractors involved with the proposal writing and data calls
  • Set up meetings and schedules; record and distribute meeting minutes; record, distribute, and maintain action items; and prepare all documentation independently
  • Lead color reviews to ensure all changes are appropriately reflected in the document
  • Obtains (or advises appropriate managers regarding the need for) proposal staffing and other resources.
  • Oversees the coordination of all proposal activities in a deadline-driven environment. Create, gather, and organize information from many sources; transmit data to appropriate support groups, and ensure the timeliness and compliance of the final product
  • Assemble the master originals, which are used to print the reproduction of the proposal, and/or presentation material
  • Manage post proposal requests (CRs/DRs, BAFO, Q&A, Discussions, and Orals)

 

GENERAL DUTIES:

  • Attend meetings and provide professional recommendations as requested.
  • Coordinates proposal meetings and keep minutes
  • Professionally interface with vendors, and subcontractors.
  • Perform special projects and other duties as assigned.

MINIMUM SKILL REQUIREMENTS:

  • Bachelor’s Degree
  • 10+ years of proposal management experience
  • Demonstrated success in winning DoD and Federal Agency proposals
  • Ability to manage proposal schedules and tasks from start to finish
  • Ability to quickly analyze and understand Federal solicitations and be able to prepare documentation for kickoff shortly after solicitation release
  • Creative thinker capable of crafting proposal story
  • Shipley/APMP experience and/or certification strongly desired
  • Strong experience in Microsoft Excel, Word, PowerPoint, Visio, Desktop publishing, Adobe Acrobat and other MS products
  • Excellent comprehension, writing and editing skills

SECURITY REQUIREMENTS:

  • Applicant will be subject to a security investigation and must meet the eligibility requirements to obtain and maintain a security clearance issued by the US Government. In addition to the security clearance, this position may require an additional background screening for base access.

PHYSICAL REQUIREMENTS/PHYSICAL DEMANDS:

  • CARRYING and LIFTING. Ability to transport and lift up to 30 lbs.
  • Must comply with Company’s Driver Safety Policy if assigned to operate company and/or rental vehicles
