Job Summary

CDI Infrastructure is actively seeking a creative, highly talented Federal Market Sector Leader to lead the following business lines (Architecture + Engineering, Transportation, Civil, Geosciences) for immediate employment. This position is based in Philadelphia with the regular travel to other cities and abroad as additional markets develop. The MSL works in continuing collaboration with Energy, Chemicals & Infrastructure (EC&I), as well as CDI Corporation.

Major categories of job responsibilities include:

Leadership and Strategic Direction

• Provide strategic leadership for Federal Markets, which includes revenue generation, market expansion, management of existing CDI GOV Go Big Program, and talent acquisition to support this market.
• Provide national industry leadership; be thought leader on all matters related to Federal markets, particularly with outside parties
• Champion Infrastructure in collaboration with other business lines and various geographies
• Development of Rapid Response disaster recovery program across all disciplines of Infrastructure with a focus on Federal projects but capable of being adapted to Corporate markets.

  Business Development

• Drive preparation of action plans for top 10 Federal markets with a focus on the US but able to develop OCONUS (when applicable) markets in partnership with Industry Executive and EC&I leadership
• Play leadership role on key major opportunities (roll up sleeves and get the right things done!)
• Lead the strategic expansion for all 3 Infra business lines in 2018 within the Federal market
• Utilize existing Federal contacts to: identify opportunities, build awareness of CDI capabilities, and support other CDI businesses when appropriate

   

Management

• Employee development: direct 10-12 key staff, plus collaborate with indirect reports in geographies.
• Technical: identify key project managers for priority opportunities/projects, in consultation with Infrastructure Industry Executive, Director of Operations, and Finance.

  The North American Federal Market Segment Leader works under the direction of the Infrastructure Industry Executive and is accountable for:

• Client satisfaction
• Market sector and client intelligence and market research
• Creating the unique value proposition for the market sector that creates differentiation and preference for CDI Infra in the market sector
• Ensuring the operations can deliver against the market sector business plan - supply/demand shaping, continuity and consistency of service delivery
• BD spend and directing bid and proposal funds to drive growth
• Key metrics oversight
• Workforce shaping: mentor staff, business line leaders, staff professional development
• Strategy for driving the growth in in key funded markets in the Federal arena, where possible, in existing EC&I established offices
• Integration of the current LR Kimball team into a non-silo delivery model that can collaborate with other Infra business lines as well as Energy & Chemicals.
• Develop a tactical Rapid Response team utilizing existing bench and strategic talent with a focus on building a highly billable team of specialists

  Authority to:

• Collaborate in directing market sector investments: B&P for major pursuits, key hires/bench, market research, trade shows/positioning, etc.
• Implement strategic pursuits: Go / NoGo, staffing, pricing, etc.
• Implement strategy
• Implement resource changes to satisfy the needs of the market sector and clients across the life cycle of the program/project/client

  Clients:

• Assesses and quantify the market sector and key client expansion potential
• Ability to allocate EC&I or Corporate resources as needed to win work and satisfy client needs
• Leads strategic planning (& implementation) for the market sector
• High profile in the market - Conference speaking/driving market related thought leadership
• Lead major pursuits for the market sector
• Develop market sector intelligence/research (industry assessments, trends etc.)
• Lead client relationship/business development activities
• Work collaboratively with other MSL’s in CDI businesses to identify Federal opportunities with existing CDI clients (across all business lines)
• Demonstrable experience in all aspects of business development, delivery, and regulatory processes related to Federal and State Agencies and project types.

  Excellence:

• Provide leadership to BD leads in developing win strategies, go/no go plans and closing sales
• Identifies skill gaps and works with practice leaders to bring in key hires
• Ensure appropriate market sector and Geo/Region specific market sector leadership

  Minimum Requirements

• Bachelor's Degree in Infrastructure related field  (Master’s Degree preferred)
• 20+ years’ progressive experience with Federal Markets & Rapid Response
• In depth knowledge of the Federal sector is essential
• Extensive existing client relationships as well as a strong market profile are essential
• Ability to develop key and trusted client relationships that can lead to new business
• Commercial acumen, delivering complex and demanding solutions to our clients
• Superior interpersonal skills including relationship building and communication at all levels and work collaboratively across the organization; listening to other points of view while still being persuasive
• Demonstrable teambuilding and influencing skills; unquestioned integrity; and the experience, confidence, and stature to effectively address major client needs and challenges

  Preferred Qualifications

• Post graduate degree qualifications are preferred
